The following documents are reports of the meetings held by the Inter-jurisdictional Regulatory Collaboration Committee which have been contributed to the committee by representatives of the various countries and organisations who have chosen to take part in this activity. The main goal of the committee is the development of a guidance document that outlines many of the issues that have to be addressed in any move towards the adoption, development, and implementation, of performance-based construction related codes.
By the term "performance-based" we are describing the situation in which regulations are written in terms of the required outcome rather than by prescribing the process by which the specified outcome can be achieved. The adoption of this approach opens up the possibility of new and innovative solutions to the construction process. At the same time it provides a clear definition of the levels of "health," "safety," and other societal issues that a particular country has chosen to establish as a minimum for its own society.
The document will also outline some of the solutions, which have been used by other countries when moving in this direction. The clear expression of these expectations facilitates comparisons among interested parties.
